【摘要】:1.1OverviewThisguideisanorganizedcollectionofinformationandseriesofoptionsforindustry,regulators,auditors,consultantsandthepublic,intendedtomeasurecompliancewithenvironmentalperformancestandardsagainstestablishedbenchmarks.Itfocusesoncompliancewithair,water,wasteprevention,wastemanagement,andtoxicreductionstandardsforfacilitiesintheUnitedStates.Whiletheguidedoesnotrecommendaspecificcourseofaction,itestablishesatieredframeworkofessentialcomponents,beginningwiththosestandardswhereadeviationpresentsthegreatestpotentialpublichealth,environmental,andbusinessrisks.Ineachidentifiedpathway,ateachtierorstepofanalysis,theguideoutlineswaystoidentifycomplianceoptionsandreducepollutioniniterativesteps.Thegoalinusingtheguideistolowerenvironmental,publichealthandbusinessrisksfromTiers1and2toTiers3and4,byevaluatingtheperformancestandardsdescribedinthisguide.Whilethisguideprovidesasimplifiedframeworkofexplicitstepsforusers,aqualifiedprofessionalshouldconductdetailed,site-specificriskanalysis.Thisguidemayactasastartingpointfororganizationswithlimitedexperienceinsystematicenvironmentalassessment.Asfacilitiesdeveloptheirspecificplanframework,theywillfindthatriskisweightedbymorethanjustafewparameters.Foreachfacilityriskisthecomplexinteractionamonglocation,size,history,surroundingcommunityandecologicalzones.1.2DifferencesAmongStandardsThisguidefocusesoncompliancewithenvironmentalperformancestandardsintheUnitedStates.Assuchitincludesaunique,risk-basedmethodtoanalyzespecificgroupsoflegalrequirements,aswellasriskreductiontechniques,sometimescalled"pollutionprevention."1.2.1Useofthisguideprovidesasystemtoevaluatetherelativepriorityofcomplianceandpollutionpreventionactivities.Unlikeenvironmentalmanagementsystems,itprovidesaframeworktotriagecriticalissues,basedonconsiderationofactualriskofharmtopublichealthandtheenvironment.1.2.2EnvironmentalregulatoryrequirementsintheUnitedStatesareadministeredprimarilybytheUnitedStatesEnvironmentalProtectionAgency(USEPA)andtheparallelStateandLocalAgencieswithsimilarregulatoryauthority.CertainotherFederalregulatoryagenciesandStateandlocalcounterpartsmayalsohavelegalrequirementsrelatingtoenvironmentalperformancestandards.ExamplesincludetheDepartmentsofTransportation(DOT)andAgriculture(USDA)andtheOccupationalSafetyandHealthAdministration(OSHA).Unlikecertaininternationalstandards,thisguideusesthemajorgroupsofenvironmentalregulatorystandardsintheUnitedStatesforairandwaterquality,wastemanagement,releaseprevention,andtoxicmaterialsusereduction,inordertoorganizethecomplianceanalysisframework.1.2.3ThisguidederivesgeneralinformationaboutregulatoryrequirementsfromcommonelementsofFederal,Stateandlocalprograms,includingstatutes,regulations,guidanceandpolicies.Sinceagenciesmayhaveoverlappingauthoritiesanddifferentemphasisforparticularissuessuchaswastemanagement,theusershouldconsulttheapplicableprogramfordetailedinterpretationofspecificrequirementsinaparticularjurisdiction.1.2.4PollutionpreventionisaspecifictermusedinUnitedStatesenvironmentalcompliancemanagementprograms.Thetermusuallyreferstosourcereductionactions.Unliketheterm"preventionofpollution,"whichisusedincertaininternationalenvironmentalmanagementstandards,pollutionpreventiondoesnotgenerallyincludeend-of-pipeortop-of-stackcontrolactions.1.3LimitationsofthisGuideGiventhevariabilityofthedifferenttypesoffacilitiesthatmaywishtousethisguide,andtheexistenceofStateandLocalregulationsthatmay......
